Draghi Report on European competitiveness

Tasked by European Commission President Ursula von der Leyen to prepare a comprehensive study on the future of Europe’s economic competitiveness, after a year of research the former Italian Prime Minister and European Central Bank President presented his findings last week.

After a sobering review of Europe’s economic standing in the world in a changing geopolitical landscape, Draghi points to three areas to reignite growth:

  • Closing the innovation gap
  • Developing a joint decarbonisation and competitiveness plan
  • Increasing security and reducting dependencies


The report then presents in-depth analysis and recommendations for several key policy areas, including transport.

According to Draghi, Europe should:

  • Improve infrastructure planning
  • Mobilise public and private financing
  • Remove barriers to integration and interoperability
  • Accelerate digitalisation to enhance efficiency

ScanMed RFC is pleased to see that the report underlines the strategic importance of well-functioning transport networks and services for the EU’s economic competitiveness. Likewise, we welcome its message of prioritising cross-border connections and national links with cross-border impact, as well as its call for a high-speed rail network.

The report’s recommendations largely reflect our Corridor’s long-standing beliefs and positions and are reflected in the work we have been conducting in the past years. We are looking forward to seeing their inclusion in the work program of the next Commission!
